1. The fact or process of securitizing assets; the conversion of loans into securities, usually in order to sell them on to other investors.
2. The act of convincing a relevant audience to treat a topic as a matter of security (regardless of whether it constitutes an actual threat), thus justifying the use of extraordinary measures.
